Rinse the rice until the water is mostly clear and soak for 20 minutes; drain well.
Place rice and measured water in a heavy pot, then arrange mushrooms and carrot on top.
Bring to a boil, cover, reduce to very low heat for 12 minutes, then turn off and rest 10 minutes unopened.
Mix soy sauce, scallion, sesame oil, chili, and sesame. Serve rice first, then pour hot water over the crust for sungnyung.
